Apex Bodies in Pakistan

The government of Pakistan has established the following important organizations to keep a close watch on the entire educational scenario of the country. These organizations not only formulate key policies for educational sector but are also entrusted with the responsibility to evaluate, analyze and come up with areas of improvement for their respective domains.

Pakistan Higher Education Commission

The basic idea behind setting up of Higher Education Commission has been to facilitate the development of national universities into world-class centers of education, research and development. Through facilitating this process, the HEC intends to play its part in spearheading the building of a knowledge-based economy in Pakistan.

Since its establishment, the Higher Education Commission has undertaken a systematic approach for turning Pakistan into a real knowledge-economy.

The Commission has been entrusted with the responsibility to evaluate, improve and promote the higher education and research sector in Pakistan. For the purpose, the government of Pakistan has also granted it special powers to fulfill its objectives.

Since its establishment, the Higher Education Commission has undertaken a systematic process for implementing the five-year agenda for reform outlined in the HEC Medium Term Development Framework (MTDF), in which Access, Quality and Relevance have been identified as the key challenges faced by the education sector.


To address these challenges a comprehensive strategy has been defined that identifies the core strategic aims for reform as:

  1. Faculty Development
  2. Improving Access
  3. Excellence in Learning and Research
  4. Relevance to National Priorities

Federal Directorate of Education (FDE)

Since its inception, Federal Directorate of Education (FDE) has been instrumental in establishing a system of academic excellence and character building with a strong focus on the overall development of every Pakistani student.

At present, more than 200,000 students in 409 institutions, covering the remotest of villages in Pakistan have been covered by Federal Directorate of Education.

Presently, FDE covers:

  • Primary Schools
  • Middle Schools
  • Secondary Schools
  • Higher Secondary Schools
  • Degree Level Colleges having Masters level classes

Federal Directorate of Education employs a lot of scientific tools such as development of I.Q (Intelligence Quotient) and E.Q (Emotional Quotient) growth.

Pakistan Engineering Council (PEC)

Pakistan Engineering Council (PEC) is in fact the Engineering Regulatory body of Pakistan. Entire system of engineering education in Pakistan is supervised and regulated by the Pakistan Engineering Council (PEC). PEC is a fully representative body of the engineering community in the country.

It is entrusted with the responsibility of promoting and maintaining the standard of Engineering Education in Pakistan. The PEC also enjoys the power to recognize or withdraw the recognition of any Engineering qualification in the country.

For keeping as close watch on the engineering educational scenario in the country, the PEC interacts with the Government, both at the Federal and Provincial level by participating in Commissions, Committees and Advisory Bodies.

The Institute of Chartered Accountants of Pakistan

The Institute of Chartered Accountants of Pakistan is a professional body of Chartered Accountants in Pakistan. ICAP represents accountants employed not only in business and industry but also in public and private sectors.

The Institute of Cost & Management Accountants of Pakistan

The Institute of Cost & Management Accountants of Pakistan was established in 1951.  Since then, ICMAP has been functional as the sole provider of cost and management accounting education, training and professional certification in Pakistan.

Today, the institute has earned reputation both nationally and internationally for its high standard in imparting education and testing.

The number of active registered students is around 15000, which makes it one of the largest professional institutions in Pakistan. ICMAP also boosts of over 3000 members, holding senior positions in a variety of fields including trade, commerce, and industry

National Book Foundation

National Book Foundation was established in 1972 as a service- rendering educational welfare organization. National book Foundation works towards making books available to students at affordable prices.

It has its Head Office in Islamabad and Regional Offices at each provincial Headquarters.

The other objectives which National Book Foundation strives to achieve:

Book Promotion & Promotion of Reading Habit:

Readers Clubs: It is the most popular development scheme in Pakistan. Under this scheme books are provided to members at 50% discount for promotion of reading habit at 47 important cities. The rest of the half is paid by the NBF. Books can be obtained on 55% discount from NBF Bookshops under this scheme.

Donation of Pakistani Books Abroad:

The aim is to improve Pakistan’s image and introduce Pakistani culture abroad through books. Books are sent to Pakistani Missions abroad and Pakistani chairs in foreign universities.

Promotion of Children Literature:

Printed copies of the selected manuscripts and books for children are purchased for free distribution to school libraries all over the country.

Books for Children and Neo-literates:

Under this, development of suitable manuscripts and publishing of good quality supplementary reading material for children are undertaken.

Braille Press: Braille books are provided to the visually disabled persons, almost free of cost. The braille books include Holy Quran with Urdu translation which is one of its kind in the world, Bang-e-Dara, Bal-e-Jabriel alongwith over 108 other publications of national importance.

The National Library of Pakistan

The National library of Pakistan is the library that is entrusted with the responsibility of bringing together and preserving all the published work of the country.

National library of Pakistan was inaugurated in August 24, 1993 by the then caretaker prime minister of Pakistan Mr.Moin Ahmad Qureshi.

Today, NBF not only serves as the top most information centre but also as a platform to link together all the national level libraries spread across the country.

Additionally, the National library exchanges Government documents with USA; Pakistan National Bibliography with other national libraries of the world; serves as depository for Asian Development Bank publications; and provides information and other academic services.

The National library is also a member of the International Federation of Library Associations (IFLA).

National Agriculture Education Accreditation Council (NAEAC)

The Higher Education Commission (HEC), Government of Pakistan has initiated the establishment of National Agriculture Education Accreditation Council (NAEAC) for improving the standard of agricultural education inn the country.

The establishment of the NAEAC is a major step towards improving the quality of agricultural education in the country and bringing it at par with the global standards.

The Higher Education Commission established the National Agriculture Education Accreditation Council (NAEAC) with a large number of representatives from agricultural universities, research institutions, leading industries and R&D institutions comprising of both public and private sectors.

The Pakistani Students Association

The Pakistani Students Association at UCLA is dedicated to providing a welcoming community of Pakistani students on campus while exploring and helping to preserve the vibrant culture of Pakistan.

For the last six years, the PSA has been proactive in conducting forums for students, presenting resolutions, encouraging debates among students across the whole of the nation.
